——历届全国图书馆学基础理论会议回顾与21世纪图书馆学理论研究思考

摘要
对四届全国图书馆学基础理论研讨会进行了回顾与反思，认为与人类社会信息文明建设的内在联系是21世纪图书馆学研究的理论基点；基于系统论、信息论和控制论的人类科学的整体发展是图书馆学的科学理论基础；基于图书馆学建设方向，全面反映当代图书馆学学科基本性质与特征，通过图书馆学与各相关学科的交叉与互动所形成的多元互补、相互统一、整体发展的多元一体的图书馆学理论体系的构建是21世纪图书馆学理论研究的基本趋势。

Rethinking and Prospecting on the Development of Foundational Library
Science Research in China

Abstract：
This article reviewed the four sessions of the National Conferences of LS Foundational
Research, rethought the historical conditions and impacting factors to Library
and LS, and analysed the theoretical base point, scientific base, and developing
trend of LS. The theoretical base point of LS research in the 21st century lays
between library practice and the historical development of globalization and
info-knowledgeablization of contemporary human society, between library practice
and modern information technology and electronic information network environment,
between library practice and the construction of information civilization. The
whole development of science of mankind that based on the theory of system,
theory of information, and cybernetics is the scientific and theoretical base
of LS. The multiple elements integrating into one theoretical system of LS is
the basic tendency of the LS research in the 21st century, which based on the
orientation of LS, thoroughly reflecting LS basic property and characteristic,
shaped through crossing research and interaction between LS and its related
disciplines.

A Study on the Managerial System of the Library Intellectual Capital

This paper gives a brief introduction to the theory of intellectual capital,
builds a basic model of the composition of the library intellectual capital,
and makes an exploration of the managerial system of the library intellectual
capital.This paper brings to light the transferring system of knowledge of the
library by systematic analysis and systematic synthesis.

摘要
美国大学图书馆的调查主要由教育部、图书馆协会和联盟三个方面来进行，其中，美国教育部的大学图书馆调查覆盖面广、公开性强。该调查有为相关人员提供大学图书馆计划和比较分析的明确目的，注重保护各馆隐私；统计方法考虑周全，从对大学图书馆的定义和统计范围、统计时间、数据缺失处理、数据校验、统计流程，到数据分类统计、及早公布和尽可能公开，利用方便。调查表的不断修改反映了变化中的大学图书馆，调查表附有详细的填表说明。通过比较，可以看到我国的大学图书馆调查不能全面客观反映现状、统计数据不正确、统计理念和技术层面上的不足、统计数据的分析应用不足。

Introduction to Academic Libraries Survey by NCES

Abstract：
Academic libraries surveys in America are mainly hold by NCES of the Department
of Education, ACRL, ARL and Oberlin Group. The ALS by NCES, with a wider coverage
and easy access, offers the concerning parties helps to plan the academic libraries
and make comparisons while paying attention to the privacy. Taking many considerations
into account, the statistic tables are convenient to use. With concrete explanations,
the biennial revised questionnaire matches the developing academic libraries.
The academic libraries statistics in China face the problems of data error,
failing to show the facts, deficiency in the reasonable statistic theory and
methodology and shortage of analysis.

通过网络调查了美国几所著名大学图书馆读者权利管理的理念与方法，得出几点有益的启示，包括大学图书馆是学校的，也是社会的；读者的图书馆权利是“privilege”，不是“right”；图书馆权利设置是管理手段，更是服务方式。以此作为国内同行的参考。

The Illumination of the Reader Privilege Management in Some of the Eminent
American University Libraries

Abstract：
The article integrates the idea and means of the reader privilege management
in some of the eminent American university libraries through the Internet. The
investigation gets some helpful illuminations as following. The university library
belongs to the university, also belongs to the society. The library privilege
is “privilege”, not “right”. The setup of library privilege is not only one
of the management means, but also one of the service methods. All is for reference
to the domestic library society in China.

摘要 首先通过对北京大学分馆建设总体情况的简要回顾，介绍了分馆建设的总体思路、主要特点和建设模式，重点解析了分馆建设十六字方针的内涵，并对不同发展阶段所呈现出的特点和发展模式进行了概述。接着从资源建设和读者服务两个方面举出大量实例说明分馆工作对教学科研的保障作用。最后作者探讨了分馆建设今后的发展，提出五点具体建议。

The 12th Chinese Library Serials Work Research Committee Conference will be
hold in 2009 when will also be the 20th anniversary of the Committee. The paper
suggests that the theme of the conference should address on summarizing the
valuable experience and starting the new phase of the academic library serials
work research in China. It also proposes some thoughts on the preceding conferences
and proposes suggestions concerning the celebration of the 20th anniversary
of the Committee.

The Legal Issues of Digitization and Online Service of Out-of-print Collections
in the Chinese Libraries

There is a large amount of out-of-print collections in the libraries. This paper
analyses the legal issues of the digitization and free service on the web of
the out-of-print collections in the Chinese libraries under the framework of
the current copyright law and regulations. It then puts forward the strategies
of getting copyright permissions from the right holders.

Transition and Reengineering of the Library Multimedia Services
under the Networked Environment

A Review on Link Analysis

摘要
数字信息资源的服务形态可概括为基于数字化资源的服务形态、基于信息集成的服务形态和基于用户活动的服务形态三种类型。而基于用户活动的数字资源服务是发展方向，其服务创新包括嵌入用户信息环境的个性化服务系统与桌面工具、集成各类资源与应用的门户服务等。数字信息资源服务主要存在公益性经营和产业化经营两种经营模式，文章分析了我国数字信息资源服务与经营存在的主要问题，提出了相应对策。

Study on the Service Mode and the Management Pattern
of the Digital Information Resources

Abstract：
The service modes of the digital information resources can be generalized into
three types: the service mode based on the digitalized resources, the service
mode based on the information integration and the service mode based on the
users activity. And the service based on the users activity is the development
trend. Its service innovation includes the personalized service system and desktop
tools which were inserted in the users information environment, and the gateway
service which integrates varies resources and applications. The digital information
resource service generally has two kinds of operating modes: the one for the
public welfare and the one for the profit. This paper analyzes the main problems
existing in the digital information resources service in China and its operations
and then proposes some solutions.

暨南大学新图书馆于2004年动工兴建，2007年9月1日正式启用。建筑面积38180平方米，现有藏书170多万册，电子资源140多万件，阅览座位2500个，全年开放340天，每天服务的时间长达14.5个小时。馆内配置了多媒体阅览室、多媒体培训室、自助复印打印扫描系统、24小时自助还书窗口、独立的研修室等现代化服务设施。新图书馆既是校园标志性建筑，也是广大师生的精神乐园。

摘要
鉴于近几年电子资源违规使用的情况屡屡发生，而图书馆界与数据库商对此问题尚无明确、一致的认识，因此严重影响了授权用户的正常使用与合法权益。文章从授权用户的概念入手，界定了电子资源违规使用的含义，同时结合实际工作对电子资源违规使用的各种情况及其对图书馆造成的影响作了深入的分析，并提出了图书馆责任的免除及应对措施。

Status Analysis on the Misuse of Electronic Resource and the Measures of Library

During the past several years, incidents of misuse of electronic resource happened
frequently. These incidents have negative effect on the legal rights of authorized
users. This paper discusses the issue of misuse of electronic resource starting
from the concept of the authorized user, and then defines the meaning of misuse
of electronic resource. It also makes analysis on status on misuse and the influence
on electronic resource management and provides the necessary measures of library.

Analysis on the Persistent Development of the Interlibrary Loan in the Hainan University

徐雁（秋禾）是当代中国著名的书话书评家。2007年初，中国图书评论学会首次联合27家媒体，在全国范围内评选出四位优秀书评人，他位列其中。二十余年来，他在书话书评写作过程中形成了自己独特的文体特色。该文首次梳理了他在文体上做过的探索，总结了他在成熟的书评观形成以后，书话书评文章在题材、立意、文章结构等方面的特色。

Style Features of Qiu Hes Book Reviews and Book Talks

Abstraction:
Xu Yan (whose pseudonym known as Qiu He) is a famous contemporary Chinese book
reviewer. At the beginning of 2007, Mr. Xu was honored as one of the four distinguished
book reviewers in China by the China Book Review Academy, which for the first
time cooperated with 27 medias. During the past 20 years, he has formed his
unique style in book review and book talk writing. This article reviews Mr.
Xus attempts made in style of writing. It also summarizes his features in the
theme, conception determination and structure of his book reviews and book talks
after formation of his mature view towards book review and talk writing.

Discussion on Ability Development of Librarian by Analyzing the Changes in

Abstract：The paper makes analysis on the great changes of technology as well
as the rapid changes of libraries core services and then perceives the challenges
the librarians are facing. It presents that the librarians should strengthen
their ability to make full use of new technology, to acquire more and better

to communicate and deal with conflicting smoothly, and to learn science knowledge
continuously. In the end this paper puts some suggestions on how to upgrading
these abilities.

“数字环境下的图书馆文献资源建设——挑战与对策”研讨会

文献资源建设是图书馆业务工作和图书馆学研究的一个重要领域。近几年来，数字环境的发展和用户需求的改变给图书馆的文献信息资源建设带来了新的变化和新的影响，也带来了新的挑战。
为了探讨新形势下图书馆资源建设的新问题和新对策，“数字环境下的图书馆资源建设——挑战与对策”研讨会将于2008年9月下旬在北京大学举行,并作为北京大学110周年校庆以及CALIS启动建设十周年庆典活动之一。会议将邀请国内外有关专家学者做大会主题报告，邀请论文作者共同研讨图书馆文献资源建设的新理念、新思路、新方法，以促进我国图书馆文献资源建设的发展。为此，特向广大图书馆工作者和学者征文。
