实在的图书馆精神与图书馆精神的实在
——《图书馆精神》自序

  摘要概述了近年来我国图书馆精神研究的基本情况，阐述了作者的“图书馆精神”理论的主要内容、发展过程及其社会影响，认为图书馆精神既是历史和现实的客观存在，也是中国图书馆事业发展的内在动力。

Abstract： This paper systematically summarizes the current situation of the studies of library spirit in China, comprehensively describes the main contents, development and influence of the theory of library spirit that founded by the author since 1988, and concludes that library spirit is a historical and objective reality as well as the inherent motive force of the development of Chinese librarianship.

     这里用伪问题代指已不存在的问题或没有必要的问题，而真思考则指相应的可以探讨的问题或值得研究的问题，以下是为代表：
     伪问题：公共图书馆是否应该免费？真思考：公共图书馆如何实行免费？一切公共设施均通过税收维持，岂能对纳税人再收费?!公共图书馆当然应当对公民免费，问题只在于如何实行。
     伪问题：读者第一还是馆员第一？真思考：如何处理读者与馆员的关系？无论是判定读者第一还是馆员第一，都将引发矛盾：处于第二的难道就得受第一主宰?!这显然无助于问题的解决，正确的思维方式应是相互理解和相互协同。
     伪问题：信息和知识是否应当自由公平共享？真思考：如何实现信息和知识的自由公平共享？各级图书馆学会、协会等组织早已发布了各种宣言、声明、告示，主张信息和知识自由公平共享，难道只是纸上空文?!在这个信息过剩、知识超载的时代，没有理由阻碍信息和知识的自由公平共享，只有理由研究如何实施信息和知识自由公平共享（保密信息和知识本来就不公开，也就不属自由公平共享范围）。
     通过对伪问题的真思考，可以发觉别有洞天……

  摘要读者服务是图书馆一切工作的核心，是图书馆赖以生存和发展的基础，因而服务质量好坏应由服务对象——读者来评判。该文从华中科技大学图书馆的实际出发，论述了该馆近几年在提高读者服务质量方面所作的一些有效探索。

Abstract： Reader service is not only the central part of the library work, but also the base on which the library exists and develops.   摘要借助委托—代理理论剖析了图书馆委托—代理关系，指出院校图书馆评估实际面对两个对象—大学管理者和图书馆管理者，指出要理清图书馆委托人与代理人各自的责任，应借助同行业标杆信息来弱化图书馆代理人的隐匿信息和隐匿行动，强化对图书馆办馆管理理念、改革思路、运行机制和服务绩效等进行评估。

The Library Evaluation from the Viewpoint of PrincipalAgent Relationship

Abstract： With the aid of the principalagent relationship theory, this article analyses the principalagent relationship between college and college library, and points out that there are two objects of evaluation, the library manger and the college manager. The use of the benchmark of library industry can depress the hidden information and the hidden action by the library agent. It also highlights evaluation on the library management conceptions, innovations, mechanisms, and service performance.

北京大学图书馆学开放论坛（第一期）

     为了进一步推动我国图书馆学理论与实践活动的深入开展，让更多的图书馆工作者、管理者、研究者能够与专家们面对面地交流，北京大学信息管理系筹办面向全国图书馆工作者的大型、免费、开放、公益性的图书馆学高层论坛，来自于不同国家和地区的知名专家学者将就图书馆学理论研究的最新发展动态、事业建设中的问题、实际工作中的新动向与大家共同研讨。
     北京大学图书馆学高层开放论坛计划两年举办一次，今年的第一期与东莞图书馆合作主办，定于９月16日至23日在北京大学举行。授课专家阵容强大，来自于北京大学、武汉大学、台湾大学、新加坡南洋理工大学、韩国延世大学等高校和大陆图书馆工作一线的管理者，将就各自的研究领域与高层论坛的参加者展开深入的交流。大家不但可以领略到图书馆学大家的智慧与风范，而且还可以与北京大学图书馆学专业的博士、硕士研究生们共同交流，融入到北大图书馆学研究生教育的氛围之中。
     本次高层论坛采用免费、开放的方式，全球范围内对图书馆学感兴趣的所有人士都可以申请参加，不收取任何听课费用。但差旅费、住宿费需自行解决，本次论坛不统一安排。

国家图书馆馆藏16000余件“敦煌遗书”将整理出版

     国家图书馆馆藏全部16000余件“敦煌遗书”将于明年全部编纂整理完毕，分150册由北京图书馆出版社出版，这是记者6月29日从《国家图书馆藏敦煌遗书》编纂座谈会上了解到的。这项出版工程是在文化部、财政部、新闻出版总署、全国古籍整理出版规划领导小组和国家图书馆共同努力下历时三年完成的。
     　　1900年，敦煌藏经洞被发现，其中数以万计写于公元5世纪至11世纪的佛教经卷、历史文献在尘封千年之后再度面世，令举世震惊。此后，“敦煌遗书”历经劫难。其中，外国探险家将大量“敦煌遗书”劫掠海外。直至1910年，当时的清学部才命甘肃学台将劫余经卷解运入京，移藏今国家图书馆的前身京师图书馆。新中国成立后，经过多方调拨、捐赠、购买，目前，国家图书馆藏“敦煌遗书”共计16000余件，约占目前存世“敦煌遗书”的三分之一，其中不乏稀世珍品。上世纪50年代和70年代，国家图书馆馆藏部分“敦煌遗书”曾被拍摄成缩微胶卷。如今，“敦煌遗书”的数字化工作也已全面完成。随着“敦煌学”成为国际性“显学”，近年来国际交流日增，2002年国家图书馆国际敦煌学网站开通，学者可通过互联网便捷查询中、英两国“敦煌遗书”馆藏。（记者邢宇皓）

  摘要在调研图书馆业绩评估领域最重要的两项指标体系的基础上，介绍了相关的评估方法及其方法论，探讨了指标体系的构架，提出了CALIS对评估工作的考虑。

The Establishment of the CALIS Thesis and Dissertations Fulltext Database

黑龙江八一农垦大学图书馆简介

     黑龙江八一农垦大学图书馆始建于1958年8月，王震将军（第一任校长）亲自筹集图书馆第一批图书资料。48年来图书馆发生了巨大变化，已初步形成了以农业科学、生物科学和农业工程文献为主体的文献保障体系。
     2003年在大庆建成的新校区图书馆四周环湖，景色宜人。建筑面积26173平方米，设计新颖，整体结构气势恢宏。现有藏书137.6万册，阅览座位3000余个，中外文期刊1000多种，引进多种中外文大型数据库。是联合国粮农组织定点赠书收藏馆。馆藏文献结合中国农垦农业以及黑龙江农业生产的特点，具有中国农垦农业特色。“一站式”全开放、无隔断、无障碍的设计与管理模式，使读者置身于舒适、惬意的环境之中，感觉空间更宽敞、更自由、更开放、更通透。每周开放98小时，最大限度地方便读者使用。其网络系统是建立在可扩展的平台上，支持语音、视频、远程教育等多种网络应用。馆内信息点1100多个，真正实现了随时随地上网浏览。文献采编、流通管理、公共查询、参考咨询、信息开发等业务的网络化管理，提高了文献资源的利用率。“十一五”期间，黑龙江八一农垦大学图书馆的建设重点是文献资源建设、个性化信息服务、数字化建设以及文献资源共享。

The Status Quo & Some Ideas on the Preservation of Chinese Web Resources

Abstract： With the rapid development of network technology, Web resources increasingly turn into an important part of human cultural heritage. In recent years, Chinese Web resources have been growing up quickly, which should be properly preserved as an indispensable part of Chinese cultural heritage. In this article, the author introduces the status on the preservation of Chinese Web resources. Then some major challenges on preserving Chinese Web resources have been put forward, such as defining Chinese Web space, copyright, funds, organizational and managerial mechanism, and creating Chinese Web Archives.

     当用户鄙视包括图书馆员在内的服务人员或不尊重他人平等人格时，他们不正确（永远正确的人本身就不可能存在，否则很容易以永远正确为理由发展到践踏公理公法）；
     在利用图书馆或其他社会资源过程中，用户采用的技术方法和行为习惯不一定永远正确（所以用户才需要图书馆员等的协助，图书馆员等也才有存在的意义和价值）；
     用户理想与社会现实之间总是存在差距，当用户理想与社会现实不一致时，客观上已经表明用户不一定永远正确（主观上想永远正确客观上也不可能）。
     因此，用户并非永远正确。把用户永远正确作为信念可以是一种主观选择，但显然不是可以普遍成立的客观定理（非一个反例或例外即可推翻之理）。个人对几个相关概念术语的理解是：
     定律(Law)：客观存在而被人发现的规律，如物理学中的各种定律。
     定理(Theorem)：基于公理（公认判断）、遵循逻辑推出的结论，如数学中的各种定理。
     原理(Principle)：用作推理基础或理论基础的共识。
     原则(Rule)：在一定范围或领域内人为约定的共识，即规则。
     它们之间的关系是：定律可以作为推导定理的公理；定理可以用作原理；原理可以规定基本原则。在社会科学领域，某些被公认的原则也可能被称为定律，如阮冈纳赞图书馆学五原则(Five rules)也作五定律(Five laws)。但如果没有被公认甚或在一定范围或领域内尚未达成共识，就不宜称为定律甚或定理。
     恰好几天前组织中外学生交流，中国学生用该问题询问了美国研究生，美国研究生的回答很肯定：No. Users are not always correct. In management, customers are always respectable, but not always correct. 确实，用户值得尊敬，但并非永远正确。因此，建议改命题为：尊敬用户永远正确；或者：用户是永远值得尊敬的。

摘要将同方、维普、万方等全文期刊库缺收核心期刊的现状归结为缺收期刊品种、期刊卷期与文章篇目等三种基本表现形式，认为情报保密、市场竞争、版权纠纷、分工不明与沟通不够是全文期刊库缺收核心期刊的主要原因，提出了提高全文期刊库的核心期刊收全率的应对措施。

Comments on the Content Missing Problems of
the Fulltext Core Journal Databases

Abstract： The content missing problems of Tongfang, Weipu and Wanfang Databases mainly consist of three forms: missing of periodical titles, missing of volumes and missing of articles. The paper summarizes the reasons causing the problems as keeping information secrets, market competition, copyright issue, unclear responsibility and lack of communication. It also points out the countermeasures to solve the content missing problems of the fulltext core journals databases.

e家之言：2006年海峡两岸图书资讯学学术研讨会达成6点共识

2006年海峡两岸图书资讯学学术研讨会于6月18日至20日在中山大学召开，达成六点共识。
     第一，高校图书馆学教学指导委员会召开的图书馆学系主任联席会议邀请台湾的图书资讯系所的主任（所长）参加。
     第二，两岸四地合作编写20世纪中国图书馆学史，大陆这边谢灼华教授提议由程焕文教授负责，台湾那边暂时还没有确定好人选，但是答应会尽力促成此事。
     第三，两岸交流图书资讯学有关资料。大陆这边由武汉大学信息管理学院负责收集有关的目录，台湾的中华图书资讯教育学学会收集台湾方面的相关目录。台湾方面有人提议将海峡两岸图书资讯资料的中心放到中山大学，两岸的出版物都送一本给中山大学保存。
     第四，大陆和台湾的图书资讯教育机构互相邀请对方教师作为研究生毕业论文答辩委员。
     第五，海峡两岸图书资讯学学术研讨会将资深教授的交流作为会议的议程，重视资深教授的口述历史。
     第六，海峡两岸研究生开展多种形式的交流，具体方案由台湾大学图书资讯学研究所的赖立香博士候选人和南开大学的博士候选人王平牵头组织和落实。
     程焕文教授提议下一次海峡两岸图书资讯学学术研讨会在庐山的沈祖荣故居举行，得到了与会代表的积极响应。武汉大学信息管理学院提出承办下一届会议。台湾中华图书资讯教育学会的理事长杨美华教授最后致闭幕词，闭幕词的最后是一副对联：
     横批：千古之心经营千古事业
     上联：左图右书传承千载文化道统
     下联：上传下载网住一片桃李春风

  摘要北京大学图书馆收藏约150万册古籍，藏量居中国第三、高校之首。但由于种种原因，馆藏古籍破损情况严重，不仅使这些国之瑰宝的传承受到威胁，而且使学校的教学、科研工作受到影响。作者结合工作实践，从典藏条件、经费问题、管理方法以及修复人员培养等方面，分析了造成馆藏古籍破损严重的原因和古籍修复工作所存在的问题，并提出了切合实际的解决办法。

Thoughts on Ancient Book Conservation in Peking University Library

Abstract： Peking University Library owns a rich collection of 1.5 million copies of ancient books, being the third large collection among libraries in China and the largest among Chinas university libraries. For various reasons, some of ancient books have been in bad disrepair. It is not only a dangerous situation for the precious ancient documents to pass on, but also an interference with teaching and research in the university. Based on the years of experience as staff of Rare Books Department, the authors have made an analysis on the reasons of bad condition of ancient books and the conservation problems such as the preservation condition, management, shortage of funds and training technical personnel for conservation. Then they offer helpful suggestions to solve the problems.

The Development and Consideration of Library and the
Information System of Xian Jiaotong University

Abstract： The concept of University Library and Lnformation System is presented and the development of Library and information system of Xian Jiaotong University is outlined. Comparing with the ARL University Library, the gap between Xian Jiaotong University Library and the foreign libraries is discussed. As a conclusion, this paper puts forward the goal and the detailed objectives of the second development phase of Xian Jiaotong University Library.

  摘要长期以来，图书馆界就期刊的排架方式一直存在着刊名字顺与学科分类两种截然不同的观点。2003年起北京大学图书馆将馆藏纸本期刊由原来的刊名字顺排架分期分批地改为按学科分类、兼顾字顺的排架方式。该文主要讨论这次期刊排架的变化，包括两种排架方式的取舍、架号结构的确立、改号的工作流程、辅助措施以及分类排架的效果等。

From the Title Order to the Classified Order: Practices of the Periodicals
Shelving Modes in Peking University Library

Abstract： The title order or the classified order? The decision of periodicals shelving modes selection has been a very controversial issue in the libraries. In 2003, Peking University Library started a project to migrate the shelving mode from the title order to the classified order. This article discusses the structure of the new call number schema, the workflow of the migration, the associated measures and the results of the migration.

The Current Trends of Library Building Construction in the American Universities

Abstract： In the recent years, contrary to the views of some pessimists, the number of university library building projects in the America has not diminished but has been kept remarkably stable. These newly completed library buildings have showed a different type of facility, implemented new technologies and met the user requirements. They are just as the campus commons where both formal and informal collaborative working space is provided to all with robust supporting technology and information resources. These libraries are very welcomed by the readers.

摘要 RFID这种标签自动识别技术已经受到图书馆越来越多的关注。该文从图书馆的战略规划、经济、技术、安全、人文等方面分析了RFID在图书馆应用的可行性。并举出圣弗朗西斯科公共图书馆应用RFID的案例。指出图书馆应该根据自身及社会的情况从多方面考虑，才能慎重做出是否采用RFID系统的决策。

Research on the Feasibility of RFIDs Application in the Libraries

  Abstract： RFID, which is an auto-identification technology, has attracted more and more attention. This paper analyses the feasibility of RFIDs application in libraries from the perspectives of the librarys strategic planning, financial and technology issues as well as the safety and humanism issues. And then it discusses the case of San Francisco Public Library. The paper suggests that libraries should consider the conditions and social circumstance individually before making up the decision to introduce the RFID system.

  摘要《中国图书馆分类法》分类号是一种只具有线性结构的分类号，不能准确解决跨学科的分类问题；而二叉分类号是一种既能表示线性结构又能表示分叉结构的分类号，它能准确解决包括跨学科分类在内的所有分类问题，并且可望在电子文献中得到应用。

Binary Class Number—an Application of the Binary Tree in the Book Classification

Abstract： The traditional class numbers of Chinese Library Classification has just a linear structure. It cant solve the problems of cross-subject classification precisely. The Binary Class Number is not only a linear structure but also a branching structure. It can solve all the problems in the book classification precisely including the crosssubject classification. Moreover, it is expected to be used in the electronic resource classification.

Abstract： With the view of the library buildings construction in an economical and practical way, this paper points out that the higher occupational education institutes, with the comprehensive consideration of the height of floor, total size, construction style, wiring and environment, should consider the financial condition and the special need of the development of the institutes to strike a sound balance between the limited money input and the unlimited demand of the promising development.
